„Badanie Programów Operacyjnych" było tematem drugiego Spotkania Partnerskiego Design4Innovation, który odbył się 31 maja i 1 czerwca w Salonikach. W tym czasie partnerzy Design4Innovation przeanalizowali postępy w realizacji projektu oraz poszczególne programy operacyjne, a także odwiedzili trzy innowacyjne ośrodki, aby dowiedzieć się o najlepszych praktykach w zakresie prowadzenia działalności gospodarczej i pomocy na rzecz innowacji w Grecji. Warsztat projektowy, zorganizowany został przez KEPA - Centrum Rozwoju Biznesu i Kulturalnego.

‘Exploring Operational Programmes’ was the theme of the second Design4Innovation Partnership Meeting which took place over two days (31st May – 1st June) in the vibrant city of Thessaloniki. During this time, the Design4Innovation partners reviewed the progress of the project's activities, examined their Operational Programmes (OPs) and visited three innovation hubs in order to find out about the best practice in business and the innovation support in Greece. The project workshop, which was perfectly organised by KEPA – Business and Cultural Development Centre, was held in the tastefully repurposed old Warehouse 1 in the harbour of Thessaloniki.

Po rozpoczęciu projektu w Brugii partnerzy sprawdzili swoje Regionalne Ekosystemy, po to aby zgromadzić dane, które będą stanowiły założenia pierwszej broszury o polityce Design4Innovation. Drugim etapem tej międzyregionalnej podróży edukacyjnej było pogłębianie Programów Operacyjnych EFRR i ich istniejących mechanizmów wykonawczych w celu określenia możliwości włączenia projektowania do programów wsparcia dla MŚP. Prezentacje dostarczone przez przedstawicieli Instytucji Zarządzających z regionów partnerskich wyraźnie wykazały zróżnicowane skalę i podejścia do wspierania przedsiębiorstw. Programy w skali krajowej, takie jak EPANEK w Grecji czy "Wzrost gospodarczy i zatrudnienie" na Łotwie, oferują szeroki wachlarz możliwości wsparcia finansowego i niefinansowego dla tysięcy firm, podczas gdy na przykład w Flandrii wsparcie to koncentruje się głównie na niefinansowych środkach wsparcia, które są obsługiwane przez różne organizacje wspierające działalność gospodarczą, instytuty badawcze lub władze lokalne. Prezentacje wykazały, że w wielu regionach partnerskich wykorzystanie designu w MŚP może być finansowane w ramach celu tematycznego 1 "Badania i innowacje". Partnerzy wykorzystali narzędzia plakatowe do mapowania istniejących mechanizmów wsparcia finansowanych z EFRR pod kątem możliwości uwzględnienia założeń designu. Podsumowanie tego ćwiczenia zostanie zaprezentowanie podczas następnego spotkania w Santiago de Compostela, które odbędzie się 7 i 8 listopada w Galicyjskiej Agencji Innowacji.

Drugi dzień spotkania poświęcony był wizytom studyjnym w wielokrotnie nagradzanym Centrum Badań i Technologii - Hellas (CERTH); technologiczno-naukowym inkubatorze i4G (Incubation4Growth); a także w instytucji OK!Thess mającej na celu aktywowanie lokalnego systemu innowacji i stanowiącej inkubator dla innowacyjnych firm rozpoczynających działalność. Partnerzy projektu Design4Innovation dzięki współpracy z regionalnymi władzami i partnerami starali się zrozumieć możliwości projektowania w swoich programach operacyjnych, aby móc w jak najlepszy sposób zintegrować działania na poziomie lokalnym.

D4I- Design for Innovation - Exploring Operational Programmes – 2^nd Workshop

‘Exploring Operational Programmes’ was the theme of the second Design4Innovation Partnership Meeting which took place over two days (31st May – 1st June) in the vibrant city of Thessaloniki. During this time, the Design4Innovation partners reviewed the progress of the project's activities, examined their Operational Programmes (OPs) and visited three innovation hubs in order to find out about the best practice in business and the innovation support in Greece. The project workshop, which was perfectly organised by KEPA – Business and Cultural Development Centre, was held in the tastefully repurposed old Warehouse 1 in the harbour of Thessaloniki.

Following the kickoff of the project in Bruges, the partners reviewed their Regional Design Ecosystems with the broader stakeholder groups in each country what let them collate the data which will form the body of the first Design4Innovation Policy Booklet.

The second step of this interregional learning journey was to analyze the ERDF Operational Programmes and their existing implementation mechanisms in order to identify the opportunities for the integration of design into support programmes for SMEs. Presentations given by representatives of the Managing Authorities from partner regions clearly demonstrated the diverse scale and the varied approaches to providing support to businesses. Programmes on a national scale such as EPANEK in Greece or ‘Growth and Employment’ in Latvia offer a broad range of both financial and non-financial support opportunities to thousands of companies, whereas in Flanders for instance, this support is focused mostly on non-financial ways of support which are channelled through various business support organisations, research institutes or local authorities. The presentations revealed that in many of the partner regions the use of design in SMEs could be financed under Thematic Objective 1 ‘Research and Innovation’.

Partners used poster tools to map out the existing support mechanisms funded from ERDF and look for opportunities for design. The findings from this exercise will be shared during the next meeting in Santiago de Compostela, hosted by the Galician Agency of Innovation on 7th and 8th November.

The second day of this meeting was dedicated to study visits to the award-winning Centre for Research and Technology – Hellas (CERTH); tech and science start-up incubator i4G (Incubation4Growth); and a unique quadruple-helix collaboration OK!Thess aimed at catalysing the local innovation system and providing pre-incubation services for innovative start-ups.

Design4Innovation partners by working with their stakeholders and other partners was trying to build shared understanding of the opportunities for design in their Regional Operational Programmes.
